How to become or renew as a notary in the State of Missouri:
Purchase your notary bond, stamp(s) and supplies.

Complete your application for commission as a notary public.

Eligibility: 
Be 18 years of age or older.
Never have been convicted of felony.
Be able to read and write the English language.
Not have had a commission revoked during the past 10 years.
Have a residence address in the county where the applicant is commissioned.
A non-resident must be employed in Missouri and have an employee address in the county for which he or she is commissioned.
Be a registered voter of the county within and for which the applicant is to be commissioned, or a resident alien of the United States.

Notary Bond
Required. A bond in the amount of $10,000 is required for new and renewing applicants.
Errors & Omissions Insurance
Optional. Missouri Notary Service and Bonding Co. strongly recommends that Missouri notaries insure themselves against claims of negligence.
Notart Stamp/Notary Seal
Required. A embosser or rubber stamp. Ink color: black. Required elements: notary’s commission name, commission number, commission expiration date, county name and the phrases “Notary Public”, “State of Missouri” and “Notary Seal”.
Record Journal
Required. Notaries are required to keep a permanently bound journal of their notarial acts. Each notary public shall keep a permanently bound journal of his or her notarial acts containing numbered pages, except those notarial acts connected with judicial proceedings and those for which a public record is publicly filed within ninety days of execution.
State Filing Fee
A $25 state filing fee is required for new and renewal notary applications.
Education/Testing
Required. Each new applicant and renewing notary must read the Missouri Notary Public Handbook and complete a computer-based notary training course or other notary training program prescribed by the Secretary of State.

A notary may apply 30 days before the expiration of their current commission by completing a renewal application form.

Complete the mandatory notary training course (available in two formats) at no additional cost provided by the Missouri Secretary of State for new or renewal notaries. Review or print the Missouri Notary Handbook to assist you when taking the course.

  • Format 2: Continue here for the online notary training course. When the online notary training course is completed you must print your certificate number. No actual certificate will print just a certificate number. You will need a copy of this certificate number to send directly to us. Important: DO NOT pay the $25.00 Director of Revenue Fee once you complete the online notary training course. The $25.00 Director of Revenue Fee is already INCLUDED in the new or renewal notary bond package prices.

(If you select the "PAY NOW" option, we cannot process your application for you, you must obtain your bond separately with us!)

Important reminders when completing the notary public application:

  • Applicants must indicate a physical address for the residence and business addresses. You may use a P.O. Box for mailing purposes but must include a physical address as well.
  • Applicants must indicate an email address if you want your notary public application to be filed electronically. If you do not provide or have an email address, your notary application will be sent to the state manually which will delay the normal processing time.
  • Applicants must indicate a daytime phone number on the notary public application otherwise it will be rejected.
Once you have the new or renewal notary bond package order form completed you must fax, email or mail your notary forms directly to us.
  • Format 1: Written notary training course - Attach a copy of the completed course to the notary public application. (or)
  • Format 2: Online notary training course - Attach a copy of the certificate number to the notary public application.

The Missouri Secretary of State (Director of Revenue fee) of $25.00 is already included in the notary package price. Do not include payment for that fee. We will pay for and submit that fee directly to the Missouri Secretary of State - Director of Revenue's office for you.

Once we receive your forms and payment we will review all of your forms for accuracy. If all the information is complete we will then electronically file the necessary forms with the Missouri Secretary of State's office for processing. When the Missouri Secretary of State's office receives your notary forms they will review it, approve it and email us your commission appointment dates.

When we receive your commission appointment dates via email from the Missouri Secretary of State's office we will process your order and directly mail you the following:
  • Notary bond.
  • Notary errors & omissions policy (keep for your records).
  • Power of attorney form.
  • Your official seal stamp will be ordered once you send us a copy of your official notary public certificate (see next step).
State Mandatory Requirement / Missouri Statutes 486.285.1: Immediately send us a copy of your official notary public certificate you received from your County Clerk's office in order for us to process your official seal stamp. Please do not delay!
 
Once we receive a copy of your official notary public certificate from you we will order your official seal stamp with our manufacturer. Please allow approximately 5 to 7 business days to receive your official seal stamp due to the fact that it must be personalized and manufactured.

You will have 90 days to appear in person at your County Clerk's office to file your notary bond, power of attorney form and be sworn in from the date of the commission appointment letter you received from the office of the Missouri Secretary of State.

The clerk or deputy will administer the oath of office, after which you must submit a hand-written specimen of your official signature on the oath of office. This signature must match the exact name typed on your commission certificate. The clerk will staple the notary bond to the oath of office and official signature filing and mail them to the office of the Missouri Secretary of State. The clerk or deputy will then present you with your completed commission certificate. 

You are now authorized to begin your notarial duties.

Once you receive your completed commission certificate you will be authorized to begin your notarial duties. Keep your commission certificate for your records.
